Ausgangssituation
Jordanien gehört zu den trockensten Ländern der Welt. Die Bevölkerung der Hauptstadt Amman hat sich in den letzten zehn Jahren verdoppelt. Der Großteil der Stadtbevölkerung lebt in Ost-Amman, das stärker benachteiligt ist als andere Teile der Stadt. Während der rasanten Urbanisierung wurde der Planung von öffentlichen Grünflächen keine Priorität eingeräumt. Infolgedessen haben die Bewohner*innen von Ost-Amman kaum Zugang zu öffentlichen Grünflächen.
Die Bewohner*innen von Ost-Amman sind den Auswirkungen des Klimawandels besonders stark ausgesetzt. Ein weiteres Problem besteht darin, dass die verbleibende Artenvielfalt aufgrund des sehr geringen Anteils an öffentlichen Grünflächen gefährdet ist.
Ziel
Die partizipative Entwicklung von grüner Infrastruktur in den benachteiligten Stadtteilen von Amman hat sich verbessert.
Vorgehensweise
Das Projekt wird in Zusammenarbeit mit dem jordanischen Umweltministerium und der Stadtverwaltung von Amman umgesetzt. Im Rahmen von sechs Baumaßnahmen werden weitere Grünflächen angelegt. Diese tragen zur Verbesserung der Lebensqualität der Bewohner*innen bei, weil die Menschen durch die neue grüne Infrastruktur einen besseren Zugang zum öffentlichen Nahverkehr erhalten, sich besser zu Fuß durch die Stadt bewegen können und die Artenvielfalt geschützt wird.
Die Bewohner*innen werden aktiv in die Planung und Gestaltung der Pilotprojekte einbezogen. Dabei werden geschlechtsspezifische Aspekte berücksichtigt und ein besonderes Augenmerk auf die besonderen Bedürfnisse von Frauen gelegt. So werden die Integration und der soziale Zusammenhalt gefördert. Das Projekt sorgt für einen Wissenstransfer, bietet Schulungen zum Aufbau von Kapazitäten und verbessert dadurch die Fähigkeiten der Partner.
Mit partizipativen Maßnahmen und Workshops sensibilisiert das Pilotprojekt die lokalen Akteure für die sozialen, ökologischen und wirtschaftlichen Vorteile einer grünen Infrastruktur, stärkt die Resilienz der Stadt und trägt zum Klimaschutz bei.

Context
Jordan is one of the most arid countries in the world. The population of its capital city Amman has doubled in the last ten years. Most of the city’s population are settled in East Amman, which is more disadvantaged than other areas. During the rapid process of urbanisation, priority was not given to the planning of public green spaces. As a result, the residents of East Amman have little access to green public open spaces.
Inhabitants of these areas are more vulnerable to the effects of climate change. An additional burden is that the very low share of green public open spaces puts pressure on the remaining biodiversity.
Objective
The participatory development of green infrastructure in Amman’s disadvantaged areas has improved.
Approach
The project works in partnership with the Jordanian Ministry of the Environment and the Greater Amman Municipality. As part of six construction measures, it is adding elements of green infrastructure that contribute towards improving residents’ quality of life by facilitating access to local public transport, increasing walkability and preserving biodiversity.
Residents are actively involved in planning and designing the pilot projects taking into consideration gender-specific aspects in areas of interaction and paying special attention to the particular needs of women. As a result, integration and social cohesion are improving. The knowledge transfer and the capacity building trainings provided by the project is improving the capabilities of its partners.
The pilot project’s participatory activities and workshops raise awareness among local actors about the social, environmental, and economic benefits of green infrastructure and contributes towards Amman’s urban resilience and climate change mitigation.
