Ausgangssituation
Industrielle Prozesse tragen erheblich zur Umweltverschmutzung in der Ukraine bei. Luftschadstoffe, Abwässer und industrieller Abfall gefährden dabei nicht nur die Umwelt, sondern schädigen auch die Gesundheit der Bürger*innen. Zusätzlich tragen sie durch Treibhausgasemissionen zum Klimawandel bei.
Um diese Belastung zu reduzieren, möchte die Ukraine die Vorschriften der EU-Industrieemissionsrichtlinie umsetzen. Als zentrales Element dieser Richtlinie fungiert das Konzept der „Besten verfügbaren Techniken" (BVT). Es spielt bei der Genehmigung von Industrieanlagen eine wichtige Rolle.

Ziel
Die Ukraine verringert den Schadstoffausstoß aus Industrieanlagen erheblich, indem sie das in der Industrieemissionsrichtlinie verankerte Konzept der Besten verfügbaren Techniken anwendet.

Vorgehensweise
Das Projekt unterstützt die Ukraine dabei, die gesetzlichen Rahmenbedingungen dafür zu schaffen und die Vorgaben in der Praxis umzusetzen. Dies beginnt damit, die EU-Emissionsrichtlinie ins nationale Recht zu überführen und endet mit der Umsetzung technischer Lösungen an konkreten Anlagen.

Das Projekt arbeitet in allen Phasen des Gesetzgebungsverfahrens eng mit dem ukrainischen Umweltministerium zusammen. So berät es das Ministerium bei der Überarbeitung des Genehmigungssystems für Industrieanlagen. Schulungen und Studienreisen ermöglichen es den Projektbeteiligten, mehr über ihre neuen Aufgaben und Verantwortlichkeiten zu erfahren. Ein weiterer Bestandteil des Projekts ist die Entwicklung eines neuen IT-Systems, über das Genehmigungen für große Industrieanlagen online beantragt und erteilt werden können. Abschließend erleichtert ein Förderprogramm Investitionen in die Modernisierung von Pilotanlagen. 

Context
Emissions from industrial processes are responsible for much of the environmental pollution in Ukraine. Air pollutants, wastewater and industrial waste not only pose a threat to the environment, but also harm the health of the population. Moreover, in the form of greenhouse gas emissions, they contribute to climate change.
In order to reduce this pollution, Ukraine is striving to implement the EU Industrial Emissions Directive. The Directive focuses on the concept of best available techniques (BAT), which plays a key role in the issuance of permits for industrial enterprises.

Objective
Ukraine significantly reduces pollutant emissions from industrial facilities by applying the concept of best available techniques enshrined in the Industrial Emissions Directive.

Approach
The project supports Ukraine in establishing the necessary legal framework conditions and implementing the provisions in practice. This begins with the transposition of the EU Industrial Emissions Directive into national legislation and ends with the implementation of technical solutions at industrial enterprises.

In all phases of the legislative procedure, the project works closely with the Ministry of Environmental Protection and Natural Resources of Ukraine. For example, it advises the ministry on revising the permitting system for industrial enterprises. Training courses and study tours allow main stakeholders to learn more about their new tasks and responsibilities. Another component of the project is the development of a new IT system that will allow obtaining permits for large industrial enterprises online. Finally, the developed support program will help attract investment in the modernization of industry.
