2025 marks the 50th anniversary of diplomatic relations between Viet Nam and Germany. Over the past five decades, both countries have undergone profound transformations in their economies - from post-war recovery to global economic integration with its attendant challenges in the 21st century.

GIZ Viet Nam is delighted to present this publication as a contribution to this special jubilee. The publication provides an overview of the economic development of Viet Nam and Germany over the last 50 years and highlights some of the contributions of the German technical cooperation in Viet Nam since the early 1990s. The content is structured around five distinct phases that trace the main economic trajectories of Viet Nam and Germany over the past five decades. Each phase explores the key domestic developments, challenges, and reforms shaping the two countries, while also highlighting moments of bilateral cooperation that supported Viet Nam’s transformation. Interwoven throughout are snapshots of German development cooperation, which illustrate how shared experiences and expertise have contributed to Viet Nam’s journey toward sustainable growth. This structure allows readers to see not only the parallel paths of both nations but also the deepening of their partnership over time.

Năm 2025 đánh dấu 50 năm thiết lập quan hệ ngoại giao giữa Việt Nam và Đức. Trong 5 thập kỷ qua, cả hai quốc gia đã trải qua những thay đổi sâu sắc trong nền kinh tế - từ phục hồi sau chiến tranh đến hội nhập kinh tế toàn cầu với những thách thức của thế kỷ 21.

Ấn phẩm cung cấp bức tranh tổng quan về sự phát triển kinh tế của Việt Nam và Đức trong suốt 50 năm qua và nêu bật một số đóng góp của hợp tác kỹ thuật Đức tại Việt Nam kể từ đầu thập niên 1990. Cấu trúc của ấn phẩm được xây dựng qua 5 giai đoạn khác nhau, bám sát lộ trình phát triển kinh tế chính của Việt Nam và Đức trong suốt 5 thập kỷ qua. Mỗi giai đoạn sẽ khám phá những phát triển nổi bật, các thách thức và cải cách định hình hai quốc gia, đồng thời nêu bật những hoạt động hợp tác song phương hỗ trợ sự chuyển đổi của Việt Nam. Đan xen trong bức tranh toàn cảnh này là những chia sẻ ngắn gọn về đóng góp của hợp tác Đức cho hành trình phát triển bền vững của Việt Nam. Với cấu trúc này, ấn phẩm không chỉ cho độc giả thấy được hai con đường song song mà còn thấy được mối quan hệ hợp tác giữa hai quốc gia trở nên sâu sắc như thế nào qua thời gian

Với sự hỗ trợ từ Bộ Hợp tác Kinh tế và Phát triển Liên bang Đức (BMZ), triển khai bởi Trung tâm Chuyển đổi số Việt Nam và GIZ, cuốn sách được chuyển đến tay bạn đọc bởi một đội ngũ sáng tạo chủ yếu là nữ. Nhằm tôn vinh những đóng góp của phụ nữ, đặc biệt trong hành trình Chuyển dịch kép ở Việt Nam, chúng tôi đã chọn ra 20 tấm gương phụ nữ tiêu biểu và ghi lại những chia sẻ của họ trong cuốn sách này. Những người phụ nữ trong cuốn sách này đang góp phần đặt nền móng cho một Việt Nam bền vững và làm chủ công nghệ. Câu chuyện của họ thể hiện tiềm năng to lớn của phụ nữ trên mọi khía cạnh của xã hội.

This booklet is a product of female creativity. The Federal Ministry for Economic Cooperation and Development (BMZ) supported this work along with other measures through the Digital Transformation Centre Viet Nam project, implemented by GIZ. It features and honours twenty modern female pioneers who are shaping both the process of greening information and communications technology and the development of new green technology, known as Twin Transition. Hence, the women featured in this book are leading the way to a more sustainable and techsavvy Viet Nam. Their stories showcase the remarkable potential for progress of women in all spheres of society.

Ấn phẩm “Một số vấn đề về giảm nghèo gắn với Tăng trưởng xanh tại Việt Nam” tập trung phân tích chuẩn nghèo đa chiều quốc gia giai đoạn 2022-2025, đưa ra những tiến bộ và hạn chế của chuẩn này, cùng mối liên hệ với các Mục tiêu Phát triển Bền vững (SDGs). Nghiên cứu cũng đánh giá Chương trình Mục tiêu Quốc gia (CTMTQG) về Giảm nghèo bền vững giai đoạn 2021-2025, bao gồm tiến độ đã đạt được, những thách thức còn tồn tại và các dự án hỗ trợ giảm nghèo cụ thể. Qua đó, nghiên cứu nhấn mạnh sự cần thiết phải gắn kết mục tiêu của CTMTQG với tăng trưởng xanh và phát triển bền vững, đồng thời lồng ghép tốt hơn bình đẳng giới và hỗ trợ các nhóm yếu thế. Cuối cùng, nghiên cứu đề xuất các hàm ý chiến lược và khuyến nghị cho việc xây dựng chuẩn nghèo đa chiều quốc gia và Chương trình Mục tiêu Quốc gia về Giảm nghèo bền vững giai đoạn 2026-2030, đặc biệt chú trọng việc thu thập và hệ thống hóa dữ liệu toàn diện, thúc đẩy bình đẳng giới và các giải pháp hỗ trợ đặc thù cho các nhóm dễ bị tổn thương.

The publication “Poverty reduction in relation to Green growth in Vietnam” provides an in-depth analysis of poverty reduction efforts in Vietnam, particularly in the context of green growth. It reviews the national multidimensional poverty line for 2022-2025, discussing its strengths and limitations and exploring its links to sustainable development goals. The document also assesses the National Target Program (NTP) on Sustainable Poverty Reduction (2021-2025), evaluating its progress, challenges, and specific projects, and highlights the need to link NTP objectives to green growth and sustainable development, and better integrate gender equality and support specific disadvantaged groups. Finally, it offers strategic implications and recommendations for developing the National multidimensional poverty line and the NTP on Poverty reduction in 2026-2030, emphasizing comprehensive data collection and system, gender equality promotion and targeted support to vulnerable groups.

This research report on “Roles and Participation of Older People in the Green Economy in Vietnam” provides some analysis of the roles and participation of older people in the green economy from three perspectives: as workers, consumers, and beneficiaries of social security policies; thereby proposes some insights for consideration for further policy improvements in the future.

This research report on the Roles and Participation of Women in the Energy Sector in Viet Nam provides some analysis of gender equality issues in the context of energy transition in Viet Nam and barriers and challenges for women in their economic relations with energy as employees, entrepreneurs and energy consumers. Thereby, this research also emphasises the need to promote women’s participation and leadership in the energy area, leading to narrowed gender gaps in the sector and ensured justice, sustainability and inclusiveness of the transition of the energy sector in Viet Nam.

Diversifying and improving income of cocoa farmers is one of the objectives of the develoPPP project of “Regenerative Cocoa Production to Support Livelihood Development in Viet Nam” (ReCoPro) of GIZ and Puratos Grand Place Vietnam. To achieve this, the project conducted a market study to develop an overview of potential non-cocoa income products to be integrated into a cocoa agroforestry system, focusing on the production volume in the region and on household level, product growth trends and potential, market status of the products, potential for market access, and map the value chains for key products in the list, including challenges and recommendations. The study also suggests market access and product promotion plans for those selected products, including capacity building on marketing for cooperatives and cocoa farmers, coaching on processing and packaging for cooperatives, organising or participating in marketing events to introduce products of districts, developing e-commerce for cooperatives and linking up and contracting with local traders or processing companies.

Một trong những mục tiêu của dự án develoPPP “Canh tác ca cao tái sinh để hỗ trợ phát triển sinh kế ở Việt Nam” đồng thực hiện bởi GIZ và Puratos Grand Place Việt Nam là đa dạng hóa và nâng cao thu nhập của nông hộ trồng ca cao. Để đạt được mục tiêu này, dự án đã tiến hành nghiên cứu nhằm đánh giá tổng thể thị trường và tiềm năng về các nông sản ngoài ca cao, từ đó thúc đẩy việc lồng ghép vào hệ thống nông lâm kết hợp với cây ca cao. Các nội dung nghiên cứu tập trung vào quy mô sản xuất, hiện trạng cũng như xu hướng và tiềm năng thị trường, xác định chuỗi giá trị của các sản phẩm chính, trong đó xem xét các thách thức và đề xuất giải pháp. Nghiên cứu cũng đề xuất kế hoạch tiếp cận thị trường và quảng bá cho các sản phẩm được lựa chọn, bao gồm nâng cao năng lực tiếp thị cho hợp tác xã và nông dân trồng ca cao, tập huấn chế biến và đóng gói cho hợp tác xã, tổ chức hoặc tham gia các sự kiện tiếp thị để giới thiệu sản phẩm của các huyện, phát triển thương mại điện tử cho các hợp tác xã và liên kết, ký kết hợp đồng với thương nhân hoặc công ty chế biến nông sản tại địa phương.

Báo cáo nghiên cứu “Vai trò và sự tham gia của người cao tuổi trong nền kinh tế xanh tại Việt Nam” cung cấp một số phân tích về vai trò và sự tham gia của người cao tuổi trong nền kinh tế xanh theo ba góc độ: người lao động, người tiêu dùng và người thụ hưởng chính sách an sinh xã hội; từ đó đề xuất một số khuyến nghị nhằm xây dựng chính sách cho người cao tuổi ở Việt Nam trong tương lai.

KEY KNOWLEDGE PRODUCTS OF RECOTVET

The 4th Industrial Revolution, characterised by technological advancement especially in digitalisation, causes profound changes in the world of work. The ASEAN community is committed to leveraging the opportunities of technological change as well as to mitigate the risks through adaptation of policy frameworks, governance structures and evidence-based planning in many sectors affected by digital transformation. Technical Vocational Education and Training (TVET) plays a crucial role in providing a well-trained and digital savvy workforce which matches current and future demands of the labour market.

The German Ministry for Economic Cooperation and Development (BMZ) supported the ASEAN region from 2014 till 2024 through the project ’Regional Cooperation for TVET in ASEAN’ (RECOTVET), implemented by GIZ.

Developing TVET in ASEAN member states to meet the requirements of a changing world of work

Since 2009, Germany’s implementing agency Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has supported the Government of Viet Nam to achieve its political targets on the promotion of renewable energy and energy efficiency. In 2013, the GIZ Energy Support Programme (GIZ ESP) was established as a priority area of cooperation between the two governments. The programme aims to contribute to Viet Nam’s emissions reduction strategy and green growth strategy by improving the existing regulatory framework for renewable energy and energy efficiency to foster private sector investment and by increasing the professional and organizational capacities of key institutions and stakeholders.

Over the span of a decade, the GIZ ESP has established itself as a reliable and steadfast partner in the country’s journey towards renewable energy development.

2023 marks an important milestone in the cooperation between Viet Nam and Germany in the fields of economics and finance. GIZ is delighted to present this publication as a celebration of our shared accomplishments over the past thirty years. This 30-pager provides an overview of the key activities and achievements of the cooperation between Viet Nam and Germany in economics and finance, aligned with the development priorities of Viet Nam over specific periods.

The video was produced in July 2023 by the Ministry of Planning and Investment of Viet Nam with support from GIZ (on behalf of the German Government). It features Viet Nam’s achievements in the implementation of Sustainable Development Goals (SDGs). The video also captures the challenges and key focused areas for accelerating Viet Nam's SDGs in the coming period.

The video was presented at the High-level Political Forum (HLPF) as part of the Voluntary National Review (VNR) of Viet Nam’s Sustainable Development Goals by 2023.
