Context
Turkey signed the Paris Agreement in 2016 and ratified it in 2021, approving the goal to reach net-zero emissions by 2053.
Turkey updated its nationally determined contribution (NDC) in 2022, aiming to reduce its greenhouse gas (GHG) emissions by 41 per cent by 2030 compared to the business-as-usual (BAU) scenario. Its updated first NDC is economy-wide and includes comprehensive mitigation and adaptation actions as well as consideration of the means of implementation.
In pursuit of these goals, Turkey has introduced a monitoring, reporting and verification (MRV) system that provides a reliable and robust source of data for identifying greenhouse gas emissions. It will serve as a solid foundation for the implementation of an emission trading system (ETS) based on grandparenting with measures for capacity development.
Objective
An MRV system has been introduced in Turkey, providing data to accurately assess its greenhouse gas emissions.
Approach
The project advises the Turkish Ministry of Environment, Urbanization and Climate Change and supports the establishment of the necessary infrastructure for monitoring, reporting and verification of greenhouse gas (GHG) emissions. The data obtained through the system will feed into the Turkish ETS.
Within the project framework, a tailor-made online MRV data management system has been developed which allows flexibility in the design and is being adapted to actors’ needs and learning experiences.
The project runs training seminars as well as awareness-raising events for staff working in public institutions and in various industrial sectors. It is also developing guidelines for the operators of industrial installations.
The project is enhancing the Ministry’s capacities for the management and continued development of the MRV system and its expansion for the implementation of an ETS based on grandfathering.
