Context

In 2005, the Indonesian Government and the Free Aceh Movement (GAM) ended their armed conflict, which had lasted for several decades. A year later, Law No. 11/2006 (LoGA) was ratified as a cornerstone of the subsequent peace process. This transfers considerable governmental powers from the central to the local level, opening the way for the local government of Aceh to work more effectively, efficiently and responsively. Nevertheless, intensive efforts are still required to complete the legal framework and to further strengthen the capacity for local governance in Aceh.

Objective

The local government of Aceh is supported in its working capacity, which is helping to establish the basis for sustained peace and prosperity in the region.

Approach

The work of the Aceh District Response Facility aims to:

  • improve communication processes at the provincial and district levels by bringing together the relevant actors in various discussion forums. This includes a range of training courses and workshops at which the participants can begin to debate solutions for important regional issues (e.g. equitable economic development and the integrity of Aceh’s boundaries)
  • provide analytical inputs so that these discussions can be used to develop a consensus as well as initial action plans.

The project focuses its efforts on the district and city legislatures (DPRK) and a range of governmental institutions. It also supports a number of local government actors, enabling them to respond more effectively to the needs of the districts and municipalities.
