Context

The project focuses on the international, European and national frameworks for organising migration and aims to strengthen the development effects of migration in countries of origin. The Global Compact for Safe, Orderly and Regular Migration, GCM, is the top priority here. 164 countries, including Germany, adopted the GCM on 10 December 2018 in Marrakesh. The framework takes up migration policy Goal 10.7 of Agenda 2030 and divides it into 23 (sub)goals for national migration policies.

Objective

Administrative and financial conditions for development-oriented knowledge transfer and exchange in the framework of the Migration & Diaspora Programme (PMD) are being increasingly created.

Approach

The programme works on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and is implemented by the Centre for International Migration and Development (CIM). CIM is run jointly by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the International Placement Services of the German Federal Employment Agency (ZAV/BA).
The Global Compact for Safe, Orderly and Regular Migration and the 2030 Agenda, as well as Germany’s planned act on the immigration of skilled labour and its National Action Plan on Integration provide the framework for the activities.

BMZ’s commitment in the framework of the Migration and Diaspora Programme (PMD) global project stems from these development policy provisions. The PMD promotes strategic development on an individual and organisational level and strengthens networks and cooperation in the area of development-oriented migration.

In the field of action ‘Development-oriented return’ (returning experts), the PMD advises those experts in Germany who are qualified and willing to return, identifies interested employers in the country of origin and acts as an intermediary between the two. Furthermore, the programme develops qualification measures for (potential) returnees and employers in the country of origin and implements them. In addition, the PMD organises events and establishes web-based platforms for exchange and networking.

In the fields of action of ‘Regular migration’ and ‘Migration policy advice’, PMD promotes the performance potential of important partner institutions in countries of origin. Employment agencies and training institutions are advised on establishing and developing regular migration management systems and training partnerships. Among others, integrated experts support partner institutions.

Here, the Expert Fund Migration & Diaspora (FMD) is responsible for implementation and deploys 500 returning experts and seven integrated experts in the 22 partner countries currently in the PMD.

Returning experts and integrated experts are employed by local employers relevant to development policy. The expert enters into an employment relationship with the foreign employer only. GIZ supports returning experts and integrated experts with allowances on top of the benefits from their employer.

Results

Many employers have benefited from the expertise of more than 15,000 returning experts since the Returning Experts Programme was launched in the 1980s.
