Context

Morocco has declared the digital transformation of its society, economy and administration to be a long-term political priority. The digital transformation of the public administration has a special role to play in providing services to citizens and companies quickly, transparently and efficiently.

Even though many public institutions have already digitised their services, these are either not yet interlinked or still require citizens to perform administrative formalities. In particular for disadvantaged population groups the digital divide can widen if digital services are not accessible or user-friendly.

Objective

The digital transformation of the public administration in Morocco is centred on the needs of citizens and companies, improving efficiency, transparency and the public’s trust in the work of the public administration.

Approach

The project is working with the Moroccan government and companies from the digital economy to ensure the digital transformation of the public administration becomes more innovative and focussed on citizens’ needs. To this end, it implements the following measures:

The project develops and improves standards and reusable IT building blocks for administrative digitalisation, such as electronic signatures. This creates standardised digital services across different public authorities.

It also supports public administrations in developing skills and new methods to ensure that the needs of citizens are at the center of the digtital transformation efforts.

The project also mobilises digital companies and digital talents from the private sector to contribute with their innovative solutions and working methods to the digitalisation of the public administration.
