Girl Power!

The CEGGA Programme is working closely with the National Institute of Justice (NIJ) and Bridges Across Borders South-East Asia Clinical Legal Education (BABSEACLE) to establish clinical programmes at NIJ. Clinical Legal Education (CLE) focuses on practical learning and instilling values of social justice in law students. As part of CLE, law students learn about important legal topics in a way that benefits all involved and they engage with communities, applying their know-how in real-life practice.

Ms. Khampan Bounlom, a driven fourth-year student pursuing a degree in Criminal Law at the Southern Regional Branch of NIJ in Savannakhet Province decided in 2024 to join the CEGGA-supported CLE volunteer programme. She expressed that “Through CLE, she learned about the theoretical law, while also improving her speaking skills and learning how to solve real-life legal problems’’. Moreover, she enhanced her ability to engage with diverse audiences at community-level. For Khampan, CLE is more than just studying; it is a chance to help her community. Inspired by her own tough childhood after losing her parents and seeing the unfairness they faced, Khampan wanted to make a positive difference.

Looking ahead, Khampan shared that she will continue to take a course because she wants to be a lawyer and to be a voice for those who are often left behind. She dreams of becoming a lawyer to fight for fairness. With her dedication and kindness, Khampan shows that education can change lives and make the world a better place. For Khampan, being a lawyer isn't just a job; it's a responsibility to protect the rights of those in need. Her journey from student to future lawyer proves that anyone can make a difference. With Khampan leading the charge, the future looks brighter for everyone seeking justice.

The CEGGA Programme is a joint initiative of Lao PDR and its “Team Europe” partners, Switzerland, Germany, and the EU. Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) has been tasked to implement this first flagship programme of Team Europe in Laos, together with Lao partners to enhance citizen-state interaction for inclusive development, thereby contributing to the promotion of good governance, human rights, and the rule of law.
