1. Context
The General elections in DR Congo took place on the 20th December 2023.
The overall objectives of the Election Observation Mission (EOM) DR Congo were as follows:
-Support to strengthen democratization, good governance and conflict prevention
-Contribute to reducing the possibility of fraud, manipulation, intimidation, etc.
-Improve the legal framework and conduct of future elections, as well as public confidence in the institutions
-Inform the European institutions of the conduct of elections in selected third countries
2. Objective
The role of GIZ was to support the EU EOM in the implementation of the logistical, administrative and security aspects. In total the mission deployed a core team of 14 members (inc. Chief Observer), 42 long-term observers and 12 short-term observers. The logistics team of the service provider consists of 12 experts. In addition, GIZ had to contract a large number of local staff (assistants, interpreters, drivers, security, etc.).
The deployment of the observers was cancelled on the 25th of November for security reason. The mission became an Election Expert Mission (EEM), with a limited SP and CT in Kinshasa.

5. Type and scope of services provided
- Provision of logistical, security and administrative support to the EU EOM focusing on operational aspects that aimed to give the best possible support to the EU EOM team to implement their mission tasks effectively and to schedule and execute without logistical and administrative problems;
- Visa requirements and accreditation procedures arranged for all members of the mission;
- Booking and purchasing of international flight tickets (including return) for members of Core Team; confirmation and delivery in accordance with the (revised) deployment plan from the place of recruitment to the place of deployment;
- Assessment, identification and rent of safe accommodation and places for locating the EU EOM offices;
- Provision of suitable office facilities for the EU EOM Headquarters and necessary equipment for all observers;
- Provision of reliable communication system (telephones, mobile phones, sat phones, internet connection) as well as means of transportation;
- Contractual arrangements with international and local staff, contracted and paid; Local staff for the EU EOM identified.
- Organization of the pre-deployment training for all observers and the Core Team in the capital, including a Security Awareness Training (SAT);
- Organization of the local deployment of all the observers;
- Proper set-up of security conditions for the whole EU EOM facilities and staff;
- Medical information and First Aid kit provided to Observers.
- Logistic and administrative support covered throughout the respective project areas including identification of the accommodation for the international experts & observers.
