Title: Social Dimension of Sustainable Green Growth in Vietnam

Context

Since 2008 Viet Nam is experiencing a slow-down in poverty reduction. At the same time income inequality is increasing. In order to foster sustainable development and green growth, Viet Nam’s Government has issued strategies and policies, including the Viet Nam Green Growth Strategy (VGGS, 2012), the Sustainable Development Strategy (SDS, 2013) and the Masterplan for Economic Restructuring (MPER, 2013-2020).

All three dimensions of sustainable growth need to be backed to support the development of Viet Nam. These dimensions include economic, ecologic and social aspects in society. Green growth needs to be fostered without losing sight of social equality. In the current programmes economic, ecologic and social aspects are not sufficiently linked to each other.

Objective

The project aims to integrate social dimensions into programmes that focus on other sectors through PIA – Policy Impact Assessment and SEA – Strategic Environmental Impact Assessment.

Approach

The project has three major intervention areas:

  • Improving the capacity of the Ministry of Labour, Invalids and Social Affairs (MoLISA) and relevant agencies through implementing Social Impact Assessment (SIA) within PIA – Policy Impact Assessment or SEA – Strategic Environmental Impact Assessment.
  • Enhancing the procedures of integrating social aspects in various sectors, such as energy, biodiversity and natural resource management, and vocational training.
  • Supporting MoLISA in exploring the social impacts of green growth

Results

The awareness of social aspects of many of the partners who are involved in programmes such as the legal departments in the Ministry of Labour, Invalids and Social Affairs (MoLISA) and the Ministry of Justice (MoJ) is improving permanently. Social Impact Assessment has been integrated into the framework of Policy Impact Assessment, which is regulated in the Decree guiding of the new Law on legal documents promulgation. The Social Dimension of Sustainable Green Growth in Viet Nam project supports the implementation of Policy Impact Assessment for the revised Labour Code of Viet Nam.
