The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations in 120 countries. GIZ supports the German Government in the fields of international cooperation for sustainable development. Through its work, GIZ assists people and societies in shaping their own futures and improving living conditions. GIZ supports South Africa in reaching its goals as defined in the national development plan. 

The ‘Employment and Skills for Development in Africa’ (E4D) programme is a regional programme that cooperates with private, civil society and public sector actors by developing projects with the aim to promote local employment. It seeks to bring people into employment, improve peoples’ employment situation and to enhance business capacities of small and medium businesses. The programme is active in 7 Sub-Saharan African countries with South Africa being one of them. The overall objective of the E4D programme is that the employment and economic situation of job seekers, employees and enterprises is improved in cooperation with the public and private sector. 

The E4D programme started in 2015 and concluded its first phase in 2020. A second phase of the programme was started in 2020 and will run up until 2023. The programme is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

E4D operates by setting up partnership projects with private, civil society and public sector actors with the aim of employment promotion. Projects are in the area of skills development, enterprise development and agricultural value chain development. In phase 1, E4D South Africa implemented and completed 9 projects. In phase 2 (2020 – 2023) E4D South Africa has currently 9 projects running or planned. Additional projects might be added to the portfolio during the contract period. Projects vary in size and scope ranging from smaller MSME support projects to larger skills development projects.  

The Assignment:
The project requires a consultancy/consortium of consultants to conduct quantitative and qualitative data collections, data analysis, data visualisation and reporting to support the E4D South Africa team with the implementation of results-based monitoring and evaluation of E4D projects in South Africa.

GIZ invites eligible professional companies that have the relevant expertise, experience and with local presence in South Africa to participate in this tender.
