Evaluation Report 2024 – Energy for Development

Top marks for GIZ’s work on energy: 93 per cent of projects evaluated were rated successful. This is one of the key findings of the Evaluation Report 2024, which focused particularly on the topic of energy.

It has a clear takeaway – there is a close correlation between international cooperation and Germany’s interests.

A decisive contribution to global transformation

GIZ is working in the field of energy in more than 60 countries. It is making a decisive contribution to the energy transition by implementing projects that promote renewable energies, increase energy efficiency and reduce CO2 emissions. GIZ also supports the development of a resource-efficient economy. 

GIZ’s services take the needs of partner countries into account and are anchored in their national strategies. As a result, its advisory services are in great demand, enjoy a high level of acceptance and are implemented to achieve specific targets. Projects that work at many levels are particularly successful – for example, when GIZ advises on legislation while also strengthening partner organisations at local level and supporting training for skilled personnel.

The global energy transition can only succeed in cooperation with the private sector

Another key finding is that the global energy transition can only succeed in cooperation with the private sector. The evaluations show that involvement of local companies in projects is crucial to their success. And German and European businesses also benefit from cooperation. They can access new markets, build up new supply chains and participate in global growth. GIZ supports companies in developing specific investment projects and obtaining access to financing.

Alongside its main focus on energy, the current report also summarises around 150 evaluations from the past two years. On average, the projects received a score of 2.5. Around 60 per cent of the projects were rated as ’very successful’ (a score of 1) or ’successful’ (a score of 2). Overall, the findings are somewhat more critical than in the previous reporting period. This is because the number of projects in extremely fragile countries has risen. The quality requirements are also even stricter than before.

GIZ uses the evaluation findings to continuously improve its projects and equip them for new challenges. Evaluations help to make GIZ’s work worldwide even more effective.
