Context

The ongoing conflict in Syria has led to one of the largest migration flows of the 21st century. The socio-economic integration of over six million people seeking safety is a severe test for the host countries. Large numbers of Syrians in particular have fled to Turkey and Germany.

Turkey provides refuge for 3.6 million Syrians and around half a million people of other nationalities. Despite great efforts, the social and economic integration of the refugees remains a major challenge for the Turkish government and local authorities for the foreseeable future.

Objective

The capacity of central and local government is expanded: Syrian refugees and vulnerable groups in the host communities have better access to public services.

Approach

The project establishes exchange platforms between institutions in Turkey and Germany focussed on the integration of refugees. It organises delegation missions, conferences, panel discussions and other dialogue formats in order to promote the competencies of institutions for the integration of refugees, for instance in the labour market, and social cohesion. It also provides needs-based support for government institutions, cooperating across departments with other GIZ projects in Turkey.

The project also promotes dialogue between government officers within Turkey on the subject of integrating refugees. A special feature is the gender-sensitive integration of refugees in the public benefits system. In addition, there are training courses to help improve public services in particular for women.
