BACKGROUND

Germany provides a visible and impactful contribution to support the South African Government in reaching its goals to tackle the challenge of climate change. CitiesAdapt, funded under the International Climate Initiative (IKI), a financing vehicle by the German Government is supporting the Department of Forestry, Fisheries and the Environment, (DFFE) in tackling the growing adaptation pressure in fast-growing secondary cities in South Africa (i.e. through improved vertical integration). The global project works with uMhlathuze in South Africa and with Mérida in Mexico. It supports disadvantaged neighbourhoods in the partner cities in their transformation towards a more climate-resilient and pro-poor urban development pattern. Building on an improved mainstreaming of appropriate climate change adaptation instruments and the implementation of concrete demonstration projects, CitiesAdapt will support the development of innovative model approaches for pro-poor climate change adaptation on neighbourhood level.

The advertised position is oriented at the current duration of the CitiesAdapt project until 31 August 2025. The focus of the position will lie within the areas of sustainable urban development and climate change adaptation.

The (Technical) Advisor for CitiesAdapt is expected to undertake the following tasks:

  • Policy and technical advisory work to City of uMhlathuze (CoU) in the area of climate-resilient and pro-poor urban development.
  • Strategic development as well as management and organisational advice to City of uMhlathuze (CoU) and other relevant partner institutions/partners such as the Department of Forestry, Fisheries, and the Environment (DFFE), the Ministry of Cooperative Governance and Traditional Affairs (CoGTA) South African Local Government Association (SALGA).
  • Building partnerships with national and international networks and organisations as well as the private sector for scaling-up of the project’s experiences.
  • Organising participative dialogue processes, including with civil society, private sector, academia, think tanks, governmental stakeholders at different levels.
  • Project management of consulting projects and other tasks such as capacity building required for project implementation.
  • Prepare terms of reference for consultants, manage procurement, ensure management and technical oversight of consultants appointed and quality assurance of deliverables submitted.
  • Plan and arrange meetings, workshops, field visits, study tours, dialogue processes and keep record of proceedings.
  • Development of communication materials and management of communication products produced for CitiesAdapt.
  • Management of all engagement processes with all stakeholders in relation to CitiesAdapt within CoU.
  • Other tasks as needed in coordination with the line-supervisor/ project AV.
