Resource Mobilisation Strategy to Support the Establishment, Operations and Sustainability of the Mpumalanga PHEOC

SAVax - "Vaccines for Africa - Rollout and Production in South Africa (SAVax)" is a partnership programme agreed to between the Governments of Germany and South Africa. It is a technical cooperation programme co-steered at national level in a partnership between the Department of Health (DoH) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). Implementation activities are supported in the Mpumalanga Province. GIZ is responsible for the implementation of the development contributions on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

SAVax aims to provide improved access to high quality vaccines for all people living in South Africa. The project has two components: support to vaccine roll-out & pandemic preparedness and local production of vaccines for Africa in South Africa. SAVax will provide technical support focused on strengthening policy, organisational and delivery capacity for pandemic preparedness.

SAVax will provide support to the Mpumalanga Provincial Department of Health to establish and maintain a Public Health Emergency Operation Centre (PHEOC). It is anticipated that in establishing a PHEOC there will be improved coordination for public health emergency preparation, response, and recovery. An annual plan to develop the PHEOC is in place. However, to ensure the sustainability of the PHEOC a resource mobilisation strategy needs to be developed. Resource mobilization is essential for the establishment and successful functioning of a PHEOC. The strategy will underpin the planning and budgeting for the PHEOC. A service provider is sought to develop the strategy.
