Investigators Training on Whistleblowing: Course Development and Delivery

The Transparency, Integrity and Accountability Programme (TIP) supports state and non-state actors to contribute towards the implementation of the National Anti-corruption Strategy (NACS) in a whole-of-government and societal manner. The TIP provides capacity development for anti-corruption actors in the state, civil society and the business sector.

The TIP, in partnership with the Special Investigating Unit and the Whistleblower House, seeks to appoint a suitably qualified service provider to develop a training package for investigators on how to interact safely and responsibly with whistleblowers when conducting investigations. The training will also cover the legal framework applicable to whistleblowing (including whistleblowers’ rights), an understanding of the risks whistleblowers face, how to maintain whistleblowers’ anonymity, and how to engage with whistleblowers with sensitivity and empathy, amongst other relevant topics. The training package should include training for trainers as well as course content to be delivered by trainers to investigators who interact with whistleblowers. The service provider will develop additional resources for participants and host training sessions with selected TIP partner organisations. The service provider will also be responsible for assessing the effectiveness of the training.
