PROGRAMME DESCRIPTIONThe Government of Lesotho has received support from the European Union and the Government of Germany to implement the project: “Lesotho economic growth, job creation and Economic Partnership Agreement (EPA) implementation support programme” that will support regional value chains. The objective is to improve access to identified regional value chains through capacity building of relevant stakeholders in Lesotho and other selected SADC countries to create an enabling environment for private sector development in selected regional value chains and improved capacities of MSMEs to manage selected value chains within the framework of EPA. The two value chains that have been identified are: agro- processing focusing on natural ingredients, cosmetics, herbs and spices; and light industry associated with goose and duck feathers to produce textiles and clothing such as down pillows and bedding. In addition, digital services are set to be a supporting measure to the two mentioned value chains. The programme “Cooperation for Enhancement of SADC Regional Economic Integration (CESARE)” supports the Southern African Development Community (SADC) in promoting trade between its 16 Member States. As part of this, the trade component works with the SADC Secretariat in a variety of areas ranging from the elimination of non-tariff barriers (NTBs) to trade; support for negotiations on trade in services; trade facilitation measures and support to the SADC industrialization agenda including the development of regional value chains. |

TASKS AND RESPONSIBILITIES:
Overview
The Programme Component Manager is responsible for the technical, administrative, and organisational implementation of the outputs stipulated in the programme.
The Programme Component Manager ensures the planning, organisation, and monitoring of the component, is responsible for drawing up operational plans, managing the budget, managing the contractors deployed and providing consulting and support services to the partners. She/he is responsible for the conceptual design of the component’s activities and ensures the quality of implementation as well as knowledge management. She/he represents the project towards partners and relevant stakeholders, as well as within the GIZ structures.
The Programme Component Manager is, inter alia, responsible for all the outputs, with the following indicators:
The Overall Objective of the project is to foster Lesotho’s inclusive economic development and sustainable regional and international trade, with a focus on selected value chains to be selected as part of the action.
The Specific Objective (outcome) of the project is improved access to identified regional value chains.
Accordingly, the programme aims to achieve the following outputs:
Output 1: Increased capacity of the Ministry of Trade and Industry and the private sector to benefit from the EPA and seize trading opportunities.
Output 2: Stakeholders in Lesotho and other selected SADC countries are capacitated to create an enabling environment for private sector development in selected regional value chains.
Output 3: Improved capacities of MSMEs to manage selected value chains within the framework of the EPA.
Management Responsibility:
The Programme Programme Component Manager
- Is responsible for the results and the performance of staff within outputs 1, 2 and 3 of the Action, and for managing all staff who report to him / her (management responsibility for staff in salary bands 1-4).
- Manages staff in accordance with GIZ management principles and guidelines to promote a sense of corporate identity, encourage employee autonomy in carrying out tasks and create scope for creativity and innovation.
- Is responsible for monitoring, managing staff and ensuring that they provide cost-effective services.
- Carries out the annual staff assessment and development talk for staff members who report to him / her.
- Develop, communicate and administers team performance and develop plans and appraisals.
- Responsible for steering and management of the performance of contractors and external consultants / consulting firms contributing to the achievement of the target indicators of the outputs.
- Works closely with the bundled F&A structure under the regional Cluster Lesotho and respective country office teams on all Action related financial and administrative processes.
- Represents the Action in the management team of the regional Cluster Lesotho and strengthens synergies within the cluster portfolio in collaboration with the Cluster Coordinator.
Technical Responsibility
The Programme Component Manager:
- Responsible for the technical set-up, the planning and the implementation of Outputs 1, 2 and 3 of the Action and the performance of the underlying processes.
- Contributes to the technical design of measures / terms of reference and activities and ensures the quality of implementation also by external resources / service providers contracted by performance contracts or financing agreements.
- Contributes to the financial planning and reporting and adjustment, if necessary, of outputs 1, 2 and 3 according to GIZ-standards and rules and regulations in cooperation with the Project Manager and the bundled F&A structure in Lesotho.
- Responsible for the achievement of the target indicators of Outputs 1, 2 and 3, and monitoring and timely reporting of the achievement accordingly and in line with the reporting cycles.
- Contributes to the programme results-based monitoring system, reporting processes and knowledge management.
- Represents the programme in targeted, relevant platforms, meetings and events nationally and internationally.
- Provide technical guidance to the project team.

TASKS:
Technical Assistance
- Establish and strengthen channels of collaboration and communication by building effective working relationships with relevant stakeholders, including experts and policymakers.
- Initiate, develop, support and manage the implementation of the Programme regarding the respective outputs with different stakeholders, implementation partners and the private sector to support skills development and employment.

- Design, plan and steer the implementation of output measures and activities like training for the different target groups. Training will be contracted to service providers.
Other duties/ additional tasks
- Deputize for the project manager during his / her absence,
- Perform other duties and tasks at the request of management.

REQUIRED QUALIFICATIONS, COMPETENCIES AND EXPRERIENCES
Qualifications:
- A master’s degree in economics, Agricultural Economics, International trade, law, project management or similar discipline and qualification.
Professional Experience:
- Qualification should be enhanced by at least 10 years’ relevant working experience with a good understanding of the following:
- Experience in designing and implementing (informal) training measures, especially on value chains.
- Experience and profound knowledge of Regional Value Chain issues.
- Familiarity with and understanding of the cross-cutting issues affecting regional integration such as gender aspects and digitalisation.
- Experience and strong knowledge of gender issues and gender transformative requirements and methods.
- Ability to engage in multiple stakeholder processes, especially those involving private and public sector collaborations in value chains development.
- Knowledge of and experience with principles and standard of contract and tenders with the public and private sector is of advantage.
- Strong networking skills
- Team management and leadership skills.
- Strong project management skills, able to break up complex deliverables into manageable plans with realistic tasks.
- Ability to work as part of a team and independently in a structured, methodical manner.
- Experience within the context of international development cooperation is an advantage.
- Excellent writing and communication skills, fluency in English.

- This is a fulltime fixed term contract position until 30th of September 2026 (With the possibility of an extension until 30th April 2027).
