INVITATION TO TENDER: Automation of the Climate Finance Tagging (CBT) Tool into a Web-Based System
 

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, in collaboration with South Africa's Department of Forestry, Fisheries, and the Environment (DFFE), is looking for a local service provider to migrate the National Treasury's Excel-based Climate Budget Tagging (CBT) tool to a web platform. This project will also involve fully integrating the tool with the National Climate Change Information System (NCCIS).

Scope of work

  • Analyse CBT Tool logic and producing complete requirements, architecture and design documentation.
  • Build a secure, role-based web interface with real-time dashboards and export functions.
  • Ensure full NCCIS interoperability and stringent data-security controls.
  • Produce user manuals, technical documentation and hands-on training for provincial and national officials.
  • Supply post-implementation support, troubleshooting and incremental enhancements.

The digitised CBT will streamline climate-expenditure tracking, reduce manual errors and strengthen transparency required under the Climate Change Act (2024) and the Paris Agreement’s Enhanced Transparency Framework.
