Integrating Gender Considerations into the City of Cape Town’s Energy Datasets

The South African-German Energy Programme (SAGEN) is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in cooperation with the Department of Mineral Resources and Energy (DMRE), the National Energy Regulator of South Africa (NERSA), South African National Energy Development Institute (SANEDI), Eskom and the South African Local Government Association (SALGA).

The project “Capacities for the Energy Transition” (CET) under the South African-German Energy Programme (SAGEN) aims at improving the personnel and organisational capacities of selected public institutions for implementing a socially balanced energy transition. To do so, the project collaborates with South African partners to manage the transition to a reliable, affordable and clean energy future.

The City of Cape Town’s State of Energy and Carbon Report plays a crucial role in monitoring energy trends, measuring carbon emissions, and assessing sustainability initiatives at the municipal level. To align with international best practices, the City aims to enhance its energy datasets by integrating gender considerations, ensuring that data-driven decision-making and climate action planning are inclusive and reflective of diverse community needs.

By incorporating gender-responsive indicators, the City seeks to better understand the differentiated energy access, consumption patterns, and economic participation of various demographic groups. This approach will support the development of equitable energy policies and programs that address the unique challenges faced by women and other underrepresented groups in the energy sector.

In this regard, GIZ, in collaboration with the City of Cape Town, intends to engage a Firm of Consultants to support the following:

  • Review and update the City’s energy datasets to incorporate relevant gender considerations.
  • Analyse the current state of the intersection between gender and energy in Cape Town, documenting and communicating the findings.
  • Identify opportunities to improve the City’s energy datasets and related systems for monitoring and reporting on gender considerations in the energy sector in Cape Town.
