Karnataka launches Single Window Service Centres supported by German technical cooperation

The Government of Karnataka has officially launched the roll-out of Single Window Service centres (SWSCs) for unorganised workers in the state. The concept of Single Window Service centres has been jointly developed by the Karnataka government’s Department of Labour and GIZ, Germany’s federal agency for international cooperation and development.

Unorganised workers are not protected under any formal work contract and have limited access to social security schemes offered by the government. The objective of the SWS is to inform unorganised workers and their families about social security and welfare schemes available to them and to assist the workers in applying for these schemes. After a successful pilot project supported by GIZ in five districts of Karnataka until 2014, the Government of Karnataka has decided to set up 900 SWSCs to cover all 30 districts of the state.

The high-level launch of the SWSCs took place on 8th September 2015 at the Lakshmipura Grama Panchayat of Harapanahalli Taluk in Davangere district. The function was inaugurated by the Minister for Rural Development and Panchayat Raj (RDPR) Mr. H. K. Patil, in the presence of Minister of Labour Mr. T. Parameshwar Naik, and District In charge Minister and Minister for Horticulture and Agricultural Marketing Mr. Shamanur Shivashankarappa. The event was also attended by Member of Legislative Assembly from Harapanahalli Mr. M. P. Ravindra, Member of Legislative assembly from Jagalur Mr. Rajesh, Commissioner of Labour Mr. N. V. Prasad, Deputy Commissioner of Davangere Mr. S. T. Anjan Kumar and senior officials of the departments of Labour, Rural Development & Panchayat, Health and Revenue.

In his inaugural speech, the Minister for Rural Development and Panchayat Raj lauded the efforts of the Labour department in initiating the programme of Single Window Service centres and urged all stakeholders at the Gram Panchayat level to ensure success of the Centres. The Minister for Labour, who was the special guest at the function, noted that in order to improve the outreach of various social security schemes implemented by the Government of Karnataka, the initiative of Single Window Service Centres is unique and the need of the hour.

To begin with, the centres would be set up at Gram Panchayat and Municipal wards of 30 taluks of the state. For the full roll-out, the Indo-German Social Security Programme of GIZ is again providing technical assistance to the state. The support includes establishing local-level implementation structures, defining quality control standards, designing a customised Management Information System to monitor progress of the SWSCs, conducting training workshops for implementers and developing awareness-building tools to be used in the programme.
