First CEGGA Advisory Board meeting on citizen engagement held in Vientiane

On 8 August 2018, the Advisory Board of the Programme to promote “Citizen Engagement for Good Governance, Accountability and the Rule of Law” (CEGGA) came together for their first annual meeting. The CEGGA Advisory Board was chaired by the Vice Minister of the Ministry of Home Affairs of Lao PDR, H.E. Dr Khammoune Viphongxay, and co-chaired by the Ambassador of the European Union (EU) to Lao PDR, H.E. Mr. Leo Faber. During the meeting, participants discussed and endorsed the CEGGA Programme Document as the conceptual framework and for incorporating additional EU funding of up to 3 Mio. EUR to the multi-donor governance programme, bringing the total joint contribution of the EU, Germany and Switzerland to 17 Mio. EUR for the duration of 2017-2020. Germany was represented by Ambassador H.E. Mr. Jens Luetkenherm, Switzerland by Mr. Tim Enderlin, Regional Director of the Swiss Agency for Development and Cooperation (SDC), and GIZ by Country Director Dr Wolfgang Hannig.


CEGGA Programme Director, Dr Pamela Jawad, presented the progress of the programme since January 2017. Representatives of the CEGGA implementing partner institutions Ministry of Home Affairs, National Assembly, Ministry of Justice and Ministry of Foreign Affairs presented the envisage key milestones to be achieved during the upcoming year within the three CEGGA Programme Components providing technical assistance in the fields of civil society engagement, of the National Assembly and Provincial People’s Assemblies, as well as of the rule of law and human rights obligations. Based on these presentations, the members of the CEGGA Advisory Board provided guidance for implementation and particularly underlined the importance of continued joint efforts and synergies across programme components to reach the ambitious CEGGA objective. The overall objective of the CEGGA Programme is to increase citizens’ engagement in the national development process of Lao PDR, through the promotion of good governance, human rights and the rule of law.
