German BACKUP Initiative – Education in Africa

The German BACKUP Initiative – Education in Africa (BACKUP Education) has been supporting African countries’ efforts to provide high-quality education for all children since 2011. The Initiative is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and has been co-financed by the Swiss Agency for Development and Cooperation (SDC) from 2014 to 2017. BACKUP stands for Building Alliances, Creating Knowledge and Updating Partners.

Education ministries and civil society organisations in Africa can apply to BACKUP Education for financial and technical support. It assists local education partners in drafting and implementing national education strategies so that they can apply for funding provided by the Global Partnership for Education (GPE). GPE is the largest partnership in the world that is committed to achieving quality education for all. Its members comprise developing countries, donor governments, international institutions, the private sector and civil society organisations. The GPE Fund supports developing countries in achieving their national education objectives.

In response to a request from the Guinean Ministry of Education, for example, BACKUP Education financed an international team of experts which assisted the Ministry in drawing up programme and management documents that are needed to apply for GPE funding, and have to conform to GPE quality requirements. Other funding had not been available to provide this much needed technical assistance. This enabled Guinea to apply on time for a grant from GPE amounting to USD 37.8 million to implement its national education strategy.

This example illustrates how the flexible, rapid and targeted support from BACKUP Education improves access to international funding.
