Winter assistance for Ukraine: power and heat are providing stability

Additional funds are securing the reconstruction of Ukraine’s power grid. GIZ is involving the German private sector in these efforts.

In Ukraine, Russia’s increased attacks on the energy infrastructure are causing power cuts every day. The German Federal Ministry for Economic Cooperation and Development (BMZ) has therefore provided additional funds for winter assistance. GIZ received EUR 50 million of these funds in December 2025 and a further EUR 15 million in January 2026 to procure urgently needed equipment such as transformers, combined heat and power units, PV systems and battery storage. The additional equipment supplements GIZ’s work to date, which has supported Ukraine in rebuilding its power supply since the war began. Around 7.7 million people have benefited from the equipment procured and donated since 2022.

Power and heat are providing security

The procured materials are benefiting facilities such as hospitals, schools and kindergartens. ‘Despite the war, it is important that children can have a normal childhood – that they can grow, develop and learn,’ explains Natalia, who runs a kindergarten in the greater Kyiv area. The kindergarten has been provided with a generator and a connection to a combined heat and power unit through GIZ. As a result, around 400 children now have lighting and heating despite power cuts.

Germany’s private sector is supporting reconstruction

GIZ is procuring goods for reconstruction primarily from German suppliers: German companies are acquiring around 80 per cent of the procurement orders for Ukraine through the tenders. In addition, GIZ is coordinating donations from German companies in the energy sector on behalf of the German Federal Ministry for Economic Affairs and Energy (BMWE). Since early 2022, GIZ has supplied more than 34,000 energy technology devices and materials to Ukrainian energy companies and enterprises. They were donated by almost 90 German companies.
