Context
In recent years, Brazil has started to develop and implement a comprehensive national climate policy. In 2016, the country ratified the Paris Agreement and defined its first Nationally Determined Contribution (NDC), including targets for greenhouse gas emission reductions. Since then, Brazil has updated its NDC twice (December 2021 and April 2022).
The country wants to reduce greenhouse gas emissions by 37 per cent by 2025 and by 50 per cent by 2030. It aims to reach climate neutrality by 2050. As a consequence of these objectives, Brazil has to restructure its climate governance and update national climate policy instruments.
Objective
Brazil is successfully implementing selected areas of its national and subnational climate policy.
Approach
The project is working closely with the Brazilian Ministry of the Environment, the Ministry of Economy and other partner institutions in the following areas:
- Transparency system: The project is developing elements of a monitoring system to measure the impacts and progress achieved during implementation of the NDC.
- International financial instrument for reducing emissions from deforestation and forest degradation (REDD+): The conditions for implementing the national REDD+ strategy are being revised.
- Climate finance: The project is supporting state and private actors in implementing measures, strategies and instruments in the area of climate finance.
- Green growth and emissions registry: The basis for a low-carbon economy and green growth is being established. The project is also drawing up a concept to support greenhouse gas inventories for companies.
- Knowledge management: Cooperation and the exchange of information between the main stakeholders in climate policy is being improved.
- Federal Programme for Environmental Services: The project is promoting the development of a Federal Programme for Environmental Services.
- Subnational climate agenda: The project is strengthening the federal states’ climate policy competencies in line with the federal climate policy agenda.
