Context

Bosnia and Herzegovina’s complex administrative structure poses challenges for efficient policy implementation and accession to the European Union (EU). The project aims to enhance knowledge and negotiation skills within institutions to facilitate alignment with EU requirements. To achieve this, it supports actors of the national government, the two entities as well as Brčko district and ten cantons through training and peer exchanges. Additionally, it promotes structured dialogue between government and civil society ensuring participation and inclusivity in the country’s EU integration efforts.

Objective

In Bosnia and Herzegovina, actors of the national government, the entities, as well as the Brčko district and cantons are better equipped to conduct EU accession negotiations.

Approach

The measures of the project include:

  • Training for public officials: The project provides targeted trainings on EU law and EU financing instruments. Moreover, it improves digital tools like e-learning modules and guidelines.
  • Improving coordination between institutions: The project supports the Directorate for EU Integration with fostering cooperation between the national government, the entities and the cantons. This includes applying digital solutions.
  • Fostering dialogue with civil society: The project supports a consultation mechanism, where state and non-state actors can interact. This increases participation of civil society in EU accession. A particular focus lies on gender and social inequalities.
