The Technical Assistance Unit (TAU) supports the Government of Ethiopia in its efforts to reform the criminal justice system through the provision of advice to key institutions involved in reforms and to ensure increased access to justice for all. The TAU services have three main outputs:

Strengthened strategic planning and coordination processes of the beneficiary institutions in the implementation of the criminal justice reform.

 

EXPECTED RESULTS:

-Improved managerial and operational capacities of the key federal and regional institutions to develop their procedures and workflow processes.

-Developed project management, coordination, and oversight of the entire project.

 

-Enhanced horizontal and vertical coordination, collaboration and cooperation between key criminal justice institutions

-Increased effectiveness, efficiency, fairness and accountability of the criminal justice system

-Improved access to justice for all, in particular the poor, women and other groups living in vulnerable situations

-Establishment of a Technical Assistance Unit (TAU) to oversee and provide day-to-day management of the programme

-Identification of regions to be supported under the programme

-Development and conduction of training and other capacity development initiatives for members of Federal and Regional institutions

--Providing ongoing technical advice and assistance to direct grantees of the Programme: Ministry of Justice, Federal Supreme Court, Ethiopian Human Rights Commission and the United Nations Office on Drugs and Crime (UNODC)

 

-Management a short-term expert facility to source and provide short-term expertise to assist it in its tasks and to assist beneficiary institutions on request

SERVICES PROVIDED:

-Providing strategic capacity building targeting key beneficiary institutions such as the Federal -Supreme Court, Office of the Federal Attorney-General and Ethiopian Federal Police

-The TAU is fostering inter-institutional communication, coordination and cooperation actors of the criminal justice chain

-Overall technical and financial monitoring and evaluation strategy and plan for the program

Ensuring communication and visibility of the EU in all program activities, materials, training programs

-Supporting the Ministry of Justice to conduct research in legal aid in the regions, develop legal aid legislation, and implementation, including establishing a coordinating forum

-Updating and upgrading criminal investigative capacity by supplying Forensic equipment to the - Ethiopian Federal Police

- Providing specialized training to police, prosecutors and Judges in criminal investigations and use of forensic equipment

-Supporting the mainstreaming of Gender and Human Rights withing all supported activities

-Research into, and operationalisation, of child justice across supported activities

-Supporting the integrated criminal case management structures of Federal and Regional criminal justice institutions

-Supporting development of a knowledge management platform and internal training across the criminal justice institutions

-Identifying regions to be supported under the programme based on a selection process developed by the contractor and approved by the Program Steering committee (PSC)

-Providing ongoing technical advice and assistance to direct grantees of the Programme: Ministry of Justice, Federal Supreme Court, Ethiopian Human Rights Commission and the United Nations Office on Drugs and Crime (UNODC)

 

-Managing a short-term expert facility to source and provide short-term expertise to assist it in its tasks and to assist beneficiary institutions on request
