Context

Advanced regionalisation in Morocco is a new territorial architecture that supports political achievements and significant economic and social developments in various fields.

The new constitutional and legal framework has consolidated the role of regions. It clarifies and specifying their missions, provides strong administration for the region, establishes a mechanism for project implementation and enhances regional financial resources through fiscal resources and allocations from the state budget. Additionally, it reinforces the role of citizens and civil society, especially women and youth, through participatory mechanisms for dialogue, consultation and the right to submit petitions.

Objective

The process of regionalisation is making progress in three pilot regions in Morocco.

Approach

The project revolves around four areas of intervention. It aims to support the implementation of advanced regionalisation, carry out reforms and provide technical assistance to three pilot regions by:

  • Firstly, providing access to regional data and support to elected members and administrative staff in the analysis and management of data related to regional development.
  • Secondly, creating a standardised and structured process for the development and evaluation of regional projects in cooperation with regional development organisations.
  • Thirdly, promoting the participation and cooperation of regional administrations and regional councils in needs-oriented regional planning, taking into account gender equality.
  • Fourthly, facilitating multi-actor coordination in regional planning with a digital schedule, an exchange platform and activities like documenting best practices and moderating and facilitating events for knowledge exchange.
