Context

Rwanda is committed to making the transition from subsistence agriculture to a knowledge and service-based society by 2020. This requires increasing use of information and communication technology (ICT). To achieve this, it is necessary to strengthen both the institutional and human resources of the Ministry of ICT and Innovation and its implementing authority RISA. Both are key institutions in this context. At the same time, the Center for Digital Transformation Africa supports partners in developing and implementing digital solutions. With this in mind, the new project Digital Solutions for Sustainable Development (DSSD) is supporting Rwandan partner institutions in implementing the Smart Rwanda Master Plan (2016-2020) and its projects.

Objective

Rwanda plays a leading role in Africa in developing and implementing SDG-related (SDG: Sustainable Development Goals) digital solutions known as ‘smart solutions’.

Approach

Digital solutions are being developed in collaboration with the international private sector, research institutions and civil society, and are supported and managed by the Center for Digital Transformation. The relevant ministries receive financial support in implementing the developed solutions. The developed digital solutions are also being scaled up in other African countries. Collaboration partners include African organisations and networks such as the Smart Africa Secretariat and the SDG Center for Africa.

The Center for Digital Transformation acts as a bridge between German and European companies, research institutions and potential Rwandan partners. In Rwanda, structures and capacities are being created to develop, implement and disseminate digital solutions – in the country itself and throughout Africa. This is closely linked to the sustainable development goals.
