Context:

Over the past 20 years, the international community has worked consistently to improve the effectiveness of development cooperation. To this end, fundamental principles for effective development cooperation were formulated in the 2005 Paris Declaration. The declaration of the High Level Forum on Aid Effectiveness - organized by the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD) in Busan in 2011 - highlighted the following four core objectives:

- Ownership

- Focus on results

- Partnerships for development

- Transparency and accountability

Germany is among the countries that are committed to implementing and advancing these internationally agreed principles.

Objective:

The German Federal Ministry for Economic Cooperation and Development (BMZ) implements the principles of the international effectiveness agenda and improves the effectiveness and transparency of German development cooperation.

Approach:

The project advises BMZ on defining and further developing effectiveness standards in German development cooperation.

In addition, it supports international processes in the field of effectiveness, such as the results of the Global Partnership for Effective Development Cooperation (GPEDC) Monitoring Round.

To increase transparency, the project advises the BMZ on providing and processing German development cooperation data. Specifically, it focuses on the standards set by the International Aid Transparency Initiative (IATI) and on the Official Development Assistance (ODA) reporting.

Furthermore, the project advises BMZ on aggregated results data and supports the ministry in processing and further developing this data.
