EU Climate Dialogues 2 (EUCDs2) builds on previous EU-funded and GIZ-led initiatives (EUCDs and SPIPA). While global in scope, the programme specifically targets 26 major emitters and economies: Argentina, Australia, Brazil, Canada, Chile, China, Colombia, Egypt, India, Indonesia, Japan, Kazakhstan, Kenya, Republic of Korea, Mexico, Morocco, Nigeria, Saudi Arabia, Senegal, South Africa, Thailand, Türkiye, Ukraine, United Arab Emirates, United States, and Vietnam.

EUCDs2 is an integral part of the EU’s broader commitment to addressing climate change through bilateral, regional, and multi-country cooperation. The programme aims to foster decisive policy shifts that deliver substantial emission reductions and strengthen resilience, thereby maximizing collective contributions to the goals of the Paris Agreement.

In line with the European Green Deal and the EU’s climate diplomacy, EUCDs2 contributes to the EU’s ambition of achieving climate neutrality by 2050. It does so by promoting enabling environments, effective climate policies, and ambitious climate and environmental standards in partner countries. At the same time, it supports the creation of new opportunities for sustainable trade, investment, and innovation that advance the green transition for both the EU and its partners.

Knowledge sharing is a core element of the programme, facilitating the exchange of experiences, best practices, and solutions to common climate challenges. EUCDs2 also reinforces synergies with other EU initiatives, including the Global Gateway and a wide range of strategic partnership agreements.

Through tailor-made, demand-driven approaches and strategically chosen thematic entry points, the programme enables structured, results-oriented, and opportunity-driven dialogue with partner countries. In this way, EUCDs2 provides a platform to showcase the EU’s expertise on decarbonisation and resilience, while creating avenues for enhanced political cooperation and long-term partnership building.
