Context:

EU Cyber Capacity Building Network (EU CyberNet) project was implemented from 2019 - 2025, with the objective to further strengthen the global delivery, coordination and coherence of the EU's external cyber capacity building projects. Being referred to in the EU Cybersecurity Strategy (2020), the project has played a unique role in supporting the EU’s Cyber Capacity Building (CCB) efforts. As regards the Indo-Pacific, this region is home to some of the world's fastest-growing economies and the EU’s trade partners, and it is thus a significant geostrategic area. However, the Indo-Pacific consists primarily of small-scale industries and fragile economies, which makes it challenging for countries to defend against and recover from cyber-attacks. Transparency and the willingness to share information about cyber threats is lacking, making it difficult to assess cybersecurity risks accurately, which might have a significant impact on the economy and regional stability.

Objective:

The overall objective for EU Cybernet II is that citizens of EU partner countries benefit from a global, open, free, secure, resilient and peaceful cyberspace.

Approach:

EU CyberNet II will maintain and further consolidate the core activities and achievements of the first phase of EU CyberNet, such as the CCB Projects Mapping, Expert Pool Management (continued curation, expansion and quality assurance of the CyberNet Expert Pool to ensure rapid and high-quality support to CCB initiatives), Stakeholder Community Events (organisation and facilitation of events aimed at strengthening the European CCB stakeholder community).

Services:

Build communities for EU external cyber capacity building.

Provide CCB expertise and training services for the EU and other partners.

Gather and share CCB information and knowledge.

Strengthen cyber resilience in the Indo-Pacific.

Results:

Cyber capacity is strengthened globally through the EU’s cooperation.

Cyber resilience of the states and the societies in Indo-Pacific is strengthened.
