OBJECTIVE

Support the bi-regional partnership between the EU and Central America in line with the EU-CA Association Agreement and the EU-Panama cooperation agenda, focusing on shared priorities such as green and blue recovery, digitalisation, gender equality, and reducing inequalities.

OUR APPROACH

Aligned with DG INTPA’s strategy, EUreCA promotes regional and bi-regional dialogue on key political priorities—green and blue recovery, digitalisation, gender equality, and social inclusion. The action also strengthens strategic communication through public campaigns to raise awareness and support for EU values and initiatives in Central America. It facilitates the design and implementation of EU actions, enhances institutional networks, and promotes the EU’s global agenda in the subregion. By engaging the public through effective communication, EUreCA seeks to deepen understanding and backing for EU-Central America cooperation while strengthening regional institutions’ capacities to design and implement policies aligned with EU priorities and opportunities.

OUR SERVICES

GIZ will provide services focused on:

• Institutional strengthening: Enhance regional and national institutions’ ability to leverage the EU-CA Association Agreement, political dialogue, and EU global initiatives.

• Strategic communication: Design and implement a communication plan to increase public awareness and positive perception of EU–Central America relations.

• EU cooperation actions: Identify, formulate, and support new EU projects with Panama funded by non-bilateral sources, prioritising digital transformation and the green transition.

• Political dialogue: Prepare, support, and follow up on EU–Panama dialogues on policy areas such as digitalisation, green transition, human rights, governance, inclusion, and migration.

• Public diplomacy: Reinforce the EU’s communication and visibility in Panama, in line with the EU Delegation’s strategic plans and performance indicators.
