Context
The German–Ukrainian Energy Partnership has provided the framework for energy cooperation between Germany and Ukraine since 2020. The Energy Partnership serves as a central dialogue platform for politics, the private sector and civil society in the two countries.
Ukraine’s energy infrastructure has been under attack since the full-scale Russian invasion in February 2022. As of early 2026, around half of the country’s largely centralised power generation capacity, as well as key parts of the grid infrastructure, has been damaged or destroyed. Ukraine must not only repair its existing energy system, but also transform it into a decentralised and resilient structure.
