Context
The decentralised structure of the Libyan state has been enshrined in law since 2012. However, violent conflicts and changing power constellations have caused the standard of basic services to decline. They have also made it more difficult for the country's municipalities to improve waste disposal, youth outreach, health care and other decentralised services like these on their own. This is also due to the fact that the corresponding mandates, roles and responsibilities of the stakeholders involved are not clearly defined. Furthermore, the different levels of the Libyan state are only able to work together to a limited extent. The government has, however, issued some initial decrees that are meant to chart a path forward in decentralising certain functions.
Objective
To enable national, regional and local stakeholders to work together in a decentralised state and define tasks and responsibilities for them to fulfil in rendering basic services.
Approach
Through a flexible fund, this project is supporting national and regional stakeholders, municipalities, and civil organisations in Libya in developing strategies for providing decentralised basic services. The fund is helping regional entities to better assert their interests, including by promoting requests for improved coordination.
In doing so, the fund is working closely with all the related projects funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and with its partner ministries in Libya. Key fields and action areas have been identified, particularly in cooperation with the project ‘Promoting Decentralisation as a Contribution to the Stability of Libya’ and (due to the COVID-19 pandemic) increasingly with the project ‘Improving Primary Health Care Provision in Libya’.
