THE CHALLENGE
Costa Rica has shown sustained economic growth and progress in infrastructure, including the partial expansion of the rural road network. However, many roads remain inadequate, limiting access to goods and services and inhibiting economic development. The government is therefore promoting measures to strengthen public and private investment.
OBJECTIVES
Improve the state of the roads and bridges of the Cantonal Road Network, as well as strengthen local capacities to implement the Law on the Transfer of Competencies to Local Governments for the management and financing of the network. This will improve the quality of life and income in rural areas, reduce poverty and increase connectivity with urban areas.
APPROACH
GIZ InS promotes and improves the participatory road maintenance model, guiding local authorities in the identification and prioritisation of roads based on criteria of safe mobility, sustainability and climate resilience. It also accompanies technical studies and promotes social participation in planning.

RESULTS
- The second phase of PRVC II includes 178 projects: 145 tendered (3 unsuccessful), 33 rejected, 120 completed and 22 under implementation.
- Improved access to public services such as education and health.
- Boosting regional economic development.
- Reduction of operating costs and CO₂ emissions thanks to better roads.
- New technical and planning capacities for local governments.
