Context

There is an increasing shortage of qualified experts and young talent, not only in Germany but worldwide. In many of Germany’s partner countries for international cooperation, there is a mismatch between the demand for experts in some sectors and a surplus in others.

The 2030 Agenda for Sustainable Development stresses that regular vocational training and labour migration can promote sustainable development. It enhances qualifications, strengthens the workforce, and encourages cultural diversity and investment. By transferring skills, knowledge and financial resources, it contributes to improving life in the countries of origin.

However, countries do not always recognise foreign acquired certificates and qualifications, or their requirements differ. This means that supply and demand for experts does not balance out across national borders. It is therefore necessary to organise regular, development-oriented migration for vocational training and labour through supraregional partnerships.

Objective

Strong partnerships between Germany and selected cooperation countries implement mobility schemes for vocational training and labour migration. They contribute to qualifying skilled workers for the future and enable cross-border mobility.

Approach

The project is being carried out at a transnational level to increase the quality of vocational training and support the recognition of foreign vocational training qualification in Germany. It promotes and pilots mobility schemes for vocational training and labour migration. To this end, the project cooperates with companies, public authorities the academic sector and civil society in the partner countries as well as in Germany. It also prepares participants for vocational training or labour migration to Germany.

In addition, the project is expanding transnational networks between partner countries and Germany for the purpose of sharing experiences and learning together.
