Context
Viet Nam must accelerate its energy transition if it is to meet its 2050 net-zero emissions target. At the same time, this shift requires closer international cooperation, stronger policy exchange and practical technical cooperation. Since November 2022, Germany and Viet Nam have expanded their dialogue on energy transition issues, and in July 2025 both countries raised the cooperation to the level of an Energy Partnership. As a result, stakeholders deepened work on climate and energy policy, technical studies and business cooperation.
Objective
Viet Nam and Germany have improved their cooperation on a climate-friendly energy transition and on clean energy technologies, supply chains and investment.
Approach
The partnership combines political dialogue, technical exchange and practical cooperation. It focuses on the following measures:
- Energy efficiency in industry and SMEs by building Energy Efficiency Clubs that improve energy data, greenhouse gas accounting and energy management, along with advice for rooftop solar investments in the commercial and industrial sectors.
- Decarbonisation of hard-to-abate branches such as cement and steel through structured exchanges between Vietnamese producers and German technology providers working on decarbonisation.
- Renewable energy deployment and grid integration by supporting offshore wind and solar development alongside grid modernisation and digitalisation to reduce curtailment and manage regional imbalances.
- Just transition and gender equality by fostering the role of women professionals and young experts, including the Women in Energy Viet Nam Network as well as other targeted leadership programmes.
