According to the National Institute of Statistics and Informatics (Instituto Nacional de Estadística e Informática, INEI), corruption is the main problem in Peru for 60 per cent of the country’s citizens. This extends right into the highest public offices.

The fight against corruption has intensified in recent years, as is reflected in particular in the national integrity and anti-corruption policy and its plan. Prevention, risk management and cross-institutional coordination, with a view to avoiding and prosecuting bribery and other criminal offences, now have top priority. Likewise, the modernisation policy of public administration, promoted by the Presidency of the Council of Ministers (PCM), has created suitable instruments, which are intended to improve the inter-nal administration of public entities, in turn improving the quality and effectiveness of services for citi-zens.

However, there is still a lack of mechanisms that have an effect on cross-institutional cooperation. There is also a lack of reliable data for decision-making to allow further progress to be made with the reforms and ultimately establish an effective public administration with integrity.

The Presidency of the Council of Ministers implements administrative reforms more effectively. This ensures evidence-based government action with integrity.

The project supports the Presidency of the Council of Ministers in the following areas:

1. Developing strategies for various interest groups in order to implement guidelines on public integrity and fight against corruption. It supports the Presidency of the Council of Ministers in taking a leading role in governmental integrity.

2. Designing and organising an information system so that reforms in public administration can be im-plemented successfully based on evidence.

3. Implementing strategic measures that promote governmental integrity by means of cross-institutional cooperation.

The technical cooperation is developed with an emphasis on gender equality.
