Context

Kyrgyzstan’s health- strategy Healthy person – Prosperous Country (2019-30) aims to pursue universal health coverage, improve health service delivery and improve the quality of primary health care (PHC) services. While the country has had success in working on health-related Sustainable Development Goals (SDG), there are still problems with PHC service delivery. Cardiovascular disease accounts for more than 50 per cent of all deaths in Kyrgyzstan, while maternal mortality is 60 per 100,000 live births. These figures are the highest across the WHO Euro region. The COVID-19 pandemic has further exposed weaknesses in the system and underlined the importance of PHC for pandemic management.

Objective

The quality of primary health care services is improved, with a particular focus on mother and child health.

Approach

Kyrgyzstan has been a partner country for German development cooperation since the 1990s. The project team supports the Ministry of Health in creating an integrated model for PHC. This includes the redesign of family medicine services by introducing an integrated, multidisciplinary team based approach to care and strengthening the quality management system. Implementation of digital health solutions will also be supported. 

The project works in line with the National Development Strategy 2018-2040 and the National Health Strategy 2019-2030. It contributes to sustainable development by reducing maternal mortality, reducing neonatal and under 5 mortality and working toward UHC.
