Context:
Since Russia launched its war of aggression, there has been a major increase in the number of people in Ukraine needing rehabilitation services. They include both civilians and veterans with severe injuries, chronic diseases and disabilities, and their families.
In 2020, reforms were passed introducing a modern rehabilitation system based on international standards. However, the existing structures remain insufficient to meet either acute or long-term needs. The municipalities in particular – where those affected live – lack tried-and-tested procedures, trained staff and suitable services. Implementation of the reform that has been initiated is therefore essential for preventing avoidable disabilities and enabling those affected to participate in society.
Objectivel:
Stakeholders such as municipalities, NGOs and GPs in the target regions apply reforms in continuous medical and social rehabilitation.
Approach:
The project acts at critical points in the modern rehabilitation system in Ukraine and thus supports the ongoing reform processes. It focuses on connecting medical and social rehabilitation and promoting locally available services.
The project has four main fields of action:
1. Improving municipal management of rehabilitation paths,
2. Enabling modern training programmes for specialists and administrative staff,
3. Expanding the range of locally available services,
4. Testing pilot approaches that will make a lasting improvement in the adaptability of Ukrainian municipalities to the growing needs – despite the war.
