International development financing is in a state of fundamental upheaval. The current system is considered fragmented, crisis-prone and insufficiently aligned with the requirements of a globally just transition.
Public and private funding falls far short of the estimated financial resources required to implement the 2030 Agenda. Many partner countries are facing a growing debt burden, while financial headroom continues to shrink due to multiple global crises.
The focus of international discussions is on the Financing for Development (FfD) process and the declaration adopted at the fourth FfD conference, the Compromiso de Sevilla. The Compromiso de Sevilla is the key strategic basis for improving the global financial architecture.
• Objective
The Federal Ministry for Economic Cooperation and Development (BMZ) can position itself internationally and nationally on issues of sustainable development financing.
• Approach
The project advises BMZ on international and national agenda-setting for long-term development financing. This includes the active development and placement of policy positions in global forums such as the FfD process, United Nations bodies, international financial institutions and the G7 and G20.
BMZ provides technical and conceptual advice on the following topics:
- Mobilisation of domestic resources and their appropriate use (Domestic Public Resources, DPR)
- Debt policy
- Reform of the international financial architecture
- Mobilisation of private financial resources
The project supports BMZ in making targeted use of international networks to communicate and further develop German development policy positions.
