Context
According to Transparency International’s Corruption Perceptions Index (CPI) (2020), Kenya has a score of 31 per cent and ranks 124 out of 180 countries. In 2018, the Ethics and Anti-Corruption Commission (EACC) identified law enforcement/the police, the health sector and agriculture as being most vulnerable to corruption. The high level of corruption affects the delivery of public services to vulnerable groups.
Corruption-prone public procurement systems and weak management of public grievances have resulted in large corruption scandals in the public sector. Auditor General Reports consistently link irregularities in the use of public funds to breaches in public procurement requirements. Devolution has also ‘devolved’ similar corrupt practices creating a need for national anti-corruption bodies to decentralise and to reform the public procurement system and the management of public complaints.
Objective
Good governance is improved in selected public sectors in Kenya.
Approach
The programme supports the application of good governance principles with a focus on improving Kenya’s public procurement systems and the management of public complaints by using digital systems.
It pursues a multi-level and multi-actor approach, working with state and non-state actors across the anti-corruption chain (prevention, detection, investigation, prosecution, adjudication, and asset recovery). This includes providing strategic policy advice, developing institutional and individual capacities to improve the framework conditions for good governance, and anti-corruption measures in selected sectors.
It promotes cooperation between governmental and non-governmental reform partners and encourages civic engagement. The programme also cooperates with the GIZ agriculture program (twin-track) to mainstream anti-corruption measures in the sector.
