Initial situation

Biodiversity decline is increasing rapidly: the World Economic Forum describes the loss of biodiversi-ty as one of the six greatest risks for humanity. Conservation of earth´s natural resources is the pre-requisite for social security, human well-being and economic development. The 2019 Global Assess-ment Report of the International Panel on Biodiversity and Ecosystem Services (IPBES) warns that we have reached a critical point where the future of mankind is at stake. 80% of the Sustainable Devel-opment Goals (SDGs) and key objectives of the Paris Agreement will not be achieved without imme-diate and effective action to counter the loss of biological diversity. It put emphasis on the crucial linkage between biodiversity conservation and climate protection and adaptation. Climate change contributes significantly to degradation of ecosystems. Though, intact ecosystems are key to miti-gate negative impacts of climate change. To stop the vicious cycle business as usual will not work and new pathways are needed.

Short description

To stop the ongoing decline of biodiversity and to implement the recommendations of the IPBES report decisive action both at national and international levels is required. In 2020, the international community will decide on the post-2020 global biodiversity framework at the 15th Conference of the Parties (COP 15) to the CBD in Kunming (China).

The objective of the project is to support key actors in partner countries in the design of the new global framework for biodiversity post 2020 and during the first steps of its implementation in partner countries. It covers (1) support to organize and analyse events on the road to the CBD COP15, (2) promoting integrated approaches to biodiversity conservation and climate change adaptation and mitigation, mutual learning from good practice approaches, and strengthen links between relevant policy processes, (3) identifying funding instruments for the implementation of the global framework, particularly in the context of resource mobilization and (4) raising public awareness for the signifi-cance of biodiversity and its linkages to climate change.

Multiplier effect

The project supports cooperation and joint policy initiatives of key stakeholders regarding the imple-mentation of the Paris Agreement and the Global Biodiversity Framework. Strengthened capacities, strategies and effective funding instruments, improve the linkages and the effectiveness of biodiver-sity conservation measures and climate protection. This will be reflected in the international frame-work, in national strategies as well as in planning processes on other sectors.

Dialogues on biodiversity and climate financing are expected to improve the framework conditions for policy decisions and measures to prioritize, accelerate and effectively implement climate and bio-diversity friendly development paths. Possible new funding options are expected to improve the con-servation of biodiversity and resilience to the effects of climate change in the long-term.
