Context:

After decades of dictatorship and civil war, Syria faces the urgent task of developing state institutions to deliver citizen-centered, transparent, and efficient services. However, many national and local administrations lack adequate coordination mechanisms, have limited personnel, and possess outdated organizational structures. A weak economy and widespread corruption further complicate institutional renewal.

Objective:

Selected Syrian institutions are better able to provide citizen-centered and efficient services.

Approach:

Improved coordination, strengthened competencies, and inclusive, transparent communication with the population are crucial to making state institutions more effective and trustworthy. At the same time, better technical and organizational conditions are necessary for regional and local economic development, which promotes long-term state stability and social cohesion.
