Context

Environment degradation is rapid and, as an archipelagic nation, Indonesia is among the most vulnerable countries to climate change. Deforestation and the degradation of forests as well as high carbon stocks in forests and peatlands are the cause of Indonesia’s high levels of greenhouse gas (GHG) emissions. Therefore, the land use, land-use change and forestry (LULUCF) sector plays a key role in the country’s climate change mitigation efforts. However, there is a lack of capacities and resources and institutional framework to implement existing strategies is still weak.

Objectives

Indonesia achieves its climate change response objectives in the LULUCF sector through low carbon, resource efficiency, biodiversity, livelihoods and development planning and implementation.

Approach

The objectives of the project are expected to be achieved through capacity building and ancillary activities designed to enhance institutional and technical capacities in Aceh and at central government level on low-carbon land-use planning so that economic development initiatives in the forestry, mining and plantation sectors in the Aceh province are compatible with sustainable natural resources management and ecosystems concerns. A way to achieve this will be through supporting the national REDD+ (Reducing Emissions from Deforestation and Forest Degradation) strategy through the design and streamlining of provincial REDD+ strategies with existing development planning frameworks and by implementing and monitoring sustainable, participatory, transparent, low-carbon and economically sound land-use decisions as well as Monitoring, Reporting and Verification systems. In doing so, provincial and district authorities in Aceh are supported to implement REED+ mechanism and local initiatives. In addition, the central government will benefit by enhanced coherence between local initiatives and national policies as well by feedback mechanism derived from local level experiences. In particular, a new Directorate General for Climate Change in the Ministry of Environment and Forestry will take over the role of Executing Agency guiding implementation and liasing with other line Ministries such as the Ministry of Agriculture and Ministry of Energy and Mineral Resources for coordinated and effective implementation of climate change strategies

• Technical Assistance to develop institutional capacities of local initiatives which support the implementation of national and provincial REDD+ strategies

• Support of outreach and dialogue activities in Aceh between local authorities, parliaments, civil society and the private sector in order to disseminate information on relevant provincial initiatives

• Capacity development through trainings, exchange visits and networking with institutions with relevant experience locally and internationally

• Capacity development through establishment of provincial networks of training partners composed of organizations, civil society, business groups, academia and government agencies

• Support the development and adaption of provincial institutional framework for low carbon planning.

• Technical Assistance to establish a participatory land-use planning at landscape scale, based on scientific and economic analysis gathered through spatial, economic and development plans

• Support of new investments and economic development initiatives

• Technical Assistance for monitoring mechanism, clear reporting and coordination mechanism with the national authorities

• Support of liaison with ongoing project multi-stakeholder forestry programme and palm oil initiatives as well as to engage with line Ministries such as Ministry of Agriculture and Ministry of Energy and Mineral Resources

• Development and enhancement of knowledge management instruments such as library, web-site, digital learning and referencing tools

Personnel: GIZ is providing one full-time team leader and one full-time provincial coordinator as well as other non-key experts
