Context

Rwanda produces around 1.5 million tonnes of solid waste per year, of which roughly three quarters is biodegradable waste. Few households across the country have access to waste collection services, and circular economy principles are being applied only sporadically. Also, less than four per cent of waste is recycled.

The insufficiently developed waste and circular economy is associated with significant risks to public health and the environment. The situation has been identified by the Rwandan government as an obstacle to development.

Objective

Improved institutional and financial conditions promote inclusive, climate-sensitive approaches to the circular economy in the waste sector.

Approach

The project advises the Rwandan Ministry of the Environment on implementing circular economy approaches in the waste sector together with the private sector. Objectives in this area also include establishing a regular dialogue format with the business community and supporting instruments to implement policies, strategies and plans.

Another project focus is on broadening private business access to business models eligible for financing in an inclusive, climate-sensitive circular economy. A new funding facility and a call for business ideas are promoting concepts and financing for new business models.

The project is also piloting national strategies and plans on the circular economy in the waste sector in a selected satellite town. Together with the responsible administrative authority of the satellite town and representatives of the private sector, the project is working to develop an action plan for implementing national guidelines for a specific waste stream. Experience gained from this pilot will support Rwanda's planning for national strategies and a waste and circular economy.
