Context

A large proportion of Bolivia’s population lives in urban environments. The rapid growth of towns and cities is increasing the pressure on the responsible institutions to establish future-proof urban planning and provide the necessary public services. At present, there is virtually no provision for regulated waste management or a circular economy integrating, for example, waste avoidance and separation, recycling, and extended producer responsibility involving the industries that generate waste.

Objective

The personnel, institutional and planning framework conditions for climate-friendly and sustainable urban development in Bolivia have improved.

Approach

The project is harnessing the Bolivian Government’s growing awareness of these issues to improve urban planning, urban waste management and the circular economy approach at national and local level, and to develop the required capacities.

The project’s main activities are as follows:

  • It advises the central government and local governments in the metropolitan areas of La Paz, Santa Cruz and Cochabamba on developing and implementing urban planning instruments.
  • It supports local governments in closing unregulated waste dumps and developing strategies for separating and recycling waste.
  • Working with national ministries, it initiates regulations for waste management and circular economy in consultation with stakeholders. It also implements pilot models for a circular economy and involves companies in approaches for extended producer responsibility.
  • It develops expertise at local and national institutions by introducing, implementing and expanding technical vocational education and training and skills certification.

The project is financed by the German Development Ministry with additional funding from the European Union. The INTEGRATION Consulting Group is involved in implementing the project.
