Context

Tajikistan and Kyrgyzstan are extremely vulnerable to the impact of climate change. At the same time, they are among the poorest countries in Central Asia. The degradation of landscapes and increasing disappearance of woodland and forest areas is having serious consequences for the rural population

The state administrations are seeking to counteract this development and plan appropriate adaptation measures. However, the basic data required for this is currently inadequate, especially in mountainous regions. Above all, there is a lack not only of climate-relevant geographical information, but also of the advanced techniques required to process and manage this geodata and forward it to the relevant authorities.

Objective

The relevant authorities in Tajikistan and Kyrgyzstan are planning climate adaptations in rural areas with the aid of state-of-the-art information technology and geodata management.

Approach

The project advises and supports state project partners in geodata management. National spatial data infrastructures are jointly being developed in Tajikistan and Kyrgyzstan. This allows geographical information to be gathered, exchanged, evaluated and applied. The processing of remote sensing data helps to close data gaps.

With the support of GAF AG (Munich), a highly qualified earth observation laboratory was established in Tajikistan. This provides government, private and civil society clients with geographic data analysis on natural resource management, climate change and disaster risk management. Web portals have been set up in the two countries to access and share relevant geographical information. Nationally and in selected districts, the project trains authorities in the use of spatial data infrastructure.

The improved baseline data is incorporated into risk analyses and preparation of adaptation plans for water catchment areas in Tajikistan. In addition, the project implements selected adaptation measures for erosion control, pasture management and waste.
