Municipal Finance Advisor
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking for a qualified Advisor for the project “Energy Efficient District Lviv” to fill the position of the Municipal Finance Advisor (full-time, Lviv),(internal SAP code: Advisor)
The Advisor on municipal financing instrument is a member of the team for the “Energy Efficient District Lviv” project. The project is funded by the German Federal Ministry for Environment, Climate Action and Nature Conservation (BMUKN) through the International Climate Initiative (IKI) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in cooperation with the Ministry of Development of Communities and Territories of Ukraine and the Lviv City Council.
The “Energy Efficient District Lviv” project aims to demonstrate the energetic and economic advantages of comprehensive energy refurbishment along the entire heat chain (heat generation, distribution, and use) in the example of a residential district in Lviv. It supports homeowners' associations in implementing thermal modernisation projects and the city of Lviv in reducing fossil energy demand in the district heating sector.
Additionally, one of the key components of the project will involve supporting a municipal financial mechanism designed to support the implementation of energy efficiency projects in residential buildings by homeowners' associations (HOAs), thereby promoting sustainable and scalable financial solutions for energy modernization initiatives. The financial mechanism will be established in cooperation with a Ukrainian non-governmental organization and will have the for of a revolving fund providing interest free loans.
Key responsibilities:
- Support for Revolving Fund Activities
- Work closely with the implementing partner during the administration of the financial instrument, ensuring compliance with the GIZ financial standards guidelines.
- Coordinate external service providers delivering the analysis and the capacity development
- General support to project management and implementation of project activities
- Support in preparing financial reports, including analysis of expenditures and forecasting for future funding requirements.
- Help track fund disbursements and ensure the correct allocation of funds for energy efficiency projects in Lviv.
- Monitoring and Reporting
- Provide support in monitoring the progress of energy efficiency projects funded by the Revolving Fund, ensuring adherence to timelines, budget, and quality standards.
- Prepare and submit regular financial and progress reports to project managers and stakeholders.
- Monitor and assess the impact of energy efficiency projects, focusing on the results and financial sustainability of initiatives.
- Coordination with the Energy Efficiency Fund and Local Programs
- Coordinating the Revolving Fund’s activities with the Energy Efficiency Fund to ensure synergies between national and local initiatives.
- Track and evaluate local and national programs related to energy efficiency, identifying opportunities for integration and cooperation with the Revolving Fund.
- Provide support in managing and reporting on credit programs for homeowners’ associations (HOAs) and other local funding mechanisms.
- Coordination with the Local implementing partner (Manager of Lviv Revolving Fund)
- Coordinate the activities for Revolving Fund with the local implementing partner, ensuring the integration of local initiatives into set-up energy efficiency frameworks.
- Collect and prepare data for reporting purposes, facilitating the alignment of Revolving Fund activities with national energy efficiency programs.
- Maintain an effective communication process between the Revolving Fund stakeholders and the local implementing partner, supporting collaboration on energy efficiency projects and policy initiatives.
- Technical and Financial Analysis
- Conduct financial and technical analyses of potential projects for funding by the Revolving Fund, ensuring compliance with energy efficiency standards and financial feasibility.
- Support in evaluating the performance and impact of funded projects, recommending improvements and adjustments based on technical and financial assessments.
- Support in Capacity Building and Knowledge Management
- Organize workshops, training sessions, and seminars related to energy efficiency, the Revolving Fund’s activities, and financial management.
- Support the dissemination of knowledge and best practices within the team and among stakeholders, promoting the development of energy-efficient solutions in Lviv and other Ukrainian cities.
- Communication and Stakeholder Engagement
- Prepare communication materials, reports, and presentations for stakeholders, ensuring the clarity and accuracy of information related to Revolving Fund activities.
- Support stakeholder meetings, ensuring that key messages are effectively communicated and that feedback is collected for continuous improvement.
Required qualifications, professional experience and personal competences:
- Master’s degree in Economics, Public Finance or a related field.
- At least 5 years of professional experience, preferably in grant management, administration of financial support programmes, municipal finance, or the banking sector.
- Experience working in or with non-governmental organisations, international development projects, or public sector institutions.
- Experience in financial viability assessment of projects and/or companies
- Good knowledge of financial reporting, budgeting, and project monitoring.
- High proficiency in written and spoken Ukrainian and English. German knowledge should be aspired if not yet existent.
- Strong analytical skills and the ability to work with financial and technical data.
- Good communication skills and the ability to work effectively in a multidisciplinary and multicultural team.
- Good working knowledge of ITC applications (e.g. MS Office).
- Ability to independently prioritize and implement assigned tasks with possible time constraints.
- Team player, customer and service-oriented attitude.
- Willingness to upskill as required by the tasks to be performed.

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Lviv. Starting as of February 2026. The contract duration will be 12 months with the possibility of prolongation.
