Procurement and Contracting Specialist
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the Country Office to fill the position of the Procurement and Contracting Specialist (full-time, Kyiv)(internal SAP code: Procurement and Contract Management Specialist), (to replace a temporarily mobilised staff member)

Key responsibilities:
- Procurement of goods and services;
- Preparation and implementation of tenders in accordance with the GIZ standards / P+R guidelines;
- Market analysis, evaluation of results, contribution to the development and maintenance of the supplier pool;
- The conclusion of contracts with suppliers, appraisers, consulting firms, local subsidy contracts, lease agreements;
- Timely information of the programs and projects about the status of the respective procurements, especially in case of delays;
- Effective cooperation with colleagues at headquarters (contract department, procurement specialists, etc.).
Tasks:
- Preparation of local material procurement, in particular market observation, preparation of framework agreements in accordance with GIZ regulations, possibly in coordination with headquarters;
- Preparation and implementation of tenders, including determining the award procedure, sending inquiries, evaluating offers and placing orders;
- Review of invoices and receipts, payment instructions and complaints, conduct of negotiations with suppliers
- Electronic recording and maintenance of procurement and competition-relevant data in Prosoft;
- Documents and stores properly completed order processes in accordance with GIZ filing rules in hand files or DMS.
- The preparation, creation and processing of expert and consulting contracts;
- Electronic recording of expert and consulting contracts as well as local grants and lease agreements in Cosoft;
- The monitoring of the concluded contracts and maintenance of the associated databases;
- Proper documentation and filing of contract processes, management of contract files in accordance with P+R specifications;
- The preparation of service agreements including framework agreements and long-term agreements;
Required qualifications, professional experience and personal competences:
- BA or MA degree in a related area, e.g. business management with a focus on finance, controlling, purchasing or contract management or similar area, recognized certificate.
- At least 3 years of professional experience in a comparable position;
- Knowledge in area of procurement (public procurement / commercial procurement/ procurement in international organization).
- Excellent MS Office knowledge;
- Good working skills in dealing with modern communication devices (telephone, e-mail, internet and the corresponding software);
- Very good knowledge of English;
- Good self-organization skills;
- Willingness to upskill as required by the tasks to be performed.

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. To temporarily replace a mobilized employee until their return. The contract duration will be 12 months with the possibility of prolongation.
